Kramer Consulting helps EU institutions and public-sector partners turn legal mandates into measurable capability. I lead a network of subject-matter experts and technologists to deliver six core offers:

  • Reg-to-Skills Mapping – AI-assisted tagging of directives and regulations to competency frameworks, cutting analysis time by 70%.

  • Digital Learning Architecture – design, build and govern Moodle / SCORM ecosystems aligned with PM² and audit requirements.

  • Accelerated L&D Programmes – online, blended and micro-learning formats that reach busy officials without travel budgets.

  • AI Literacy Workshops – hands-on sessions that show policy teams how to use GPT-class tools safely and productively.

  • Institutional Strengthening & Reform Advisory – design capacity-building roadmaps, align processes with EU acquis and support donor-funded technical assistance projects.

  • Supporting Luxembourg-based SMEs — and any business affected by the EU’s widening digital rulebook. As a micro-company myself, I’m widening my services to help SMEs, fintechs and other regulated players in Luxembourg stay ahead of rapid changes of EU rules.

    Early traction: Advising DG INTPA on investment-manager competency based learning paths; and delivering EU law lectures and master-classes at the Riga Graduate School of Law, Latvia.

  • Designed & delivered 175+ seminars and workshops training 3 000+ EU officials and agency staff under successive European‑Commission framework contracts.

  • Programme Director, Master 2 in European Legal Studies (MELS Online): converted the two‑year course to a blended model in 2010 and to fully online in 2020; steered five cohorts in partnership with the University of Lorraine.

  • Led 40+ Luxembourg‑MFA–funded technical‑assistance projects for Kosovo and Turkey, running multi module programmes on competition, company, procurement and justice reform; also contributed as senior trainer in Albania, Montenegro, North Macedonia, Serbia and Bosnia‑and‑Herzegovina.

  • Organised or contributed as speaker to 50+ open-enrolment seminars and conferences for legal and policy audiences across the EU.

  • Orchestrated the COVID pivot to virtual delivery, rapidly moving most EIPA programmes to webinar format and Moodle, preserving revenue and learner engagement.

  • Established a formal feedback loop: participant evaluations fed into agenda refresh, speaker selection and digital resource upgrades each semester.


Academy of European Law

2006 - 2008

  • Organised 25 EU law events (conferences & summer schools), welcoming 1 400+ participants from EU institutions, national judiciaries, ministries and academia.

  • Took established formats (Competition Law Summer School, ERA State Aid Forum) and re‑engineered content and speaker mix using participant‑feedback loops.

  • Conceived and delivered ERA’s most talked‑about “non‑obvious” programmes: EU gambling law, wine‑sector reform, liberalisation of energy markets, European Company Law summer school, and a blended EU Competition Law course for Thailand’s NCA.

  • Assembled and moderated panels of senior Commission officials, CJEU judges & référendaires, top‑tier law firm partners and leading academics - full accountability for quality and audience ratings.

  • Gained first classroom credentials by teaching introductory Competition‑Law sessions and guest‑lecturing at MGIMO University (Moscow).

    ERA was my crash‑course in end‑to‑end ownership: quality content, budget, marketing, speaker engagement and care, on‑site delivery and reporting for feedback loops.
